The Work
Programs that serve the public deserve research that is as serious as the work itself. The Survey Launch team believes in this work and supports it by providing clarity and evidence to make informed decisions and foster continuous improvement.
State and federal agencies need research and evaluation that is not only informative, but also holds up to scrutiny from program offices, oversight bodies, policymakers, and the communities being served. Research must be methodologically sound, population-representative, clearly explained, and properly documented.
Survey Launch provides full-service program evaluation and public research for government clients. Core offerings include evaluation design, survey research, qualitative inquiry, data collection, statistical analysis, and reporting. The work is built to meet federal and state evidentiary standards and is designed to produce findings that are usable for policy decisions, program improvement, and public reporting.
Areas of Focus
Program evaluation:
Design and execution of program evaluations for health, human services, early childhood, and community programs. Includes pre-post comparative analysis, quasi-experimental designs, logic model development, and IRB submission and compliance.
Public health research:
Survey research and qualitative inquiry for public health agencies, including studies involving sensitive health topics, behavior change research, and communication strategy testing. Experience with research involving young adults, underserved populations, and hard-to-reach communities.
Community and population surveys:
Statewide and regional surveys designed to produce representative data across demographically and geographically diverse populations. Includes multilingual data collection, stratified sampling, and specialized outreach to populations that are systematically underrepresented in standard survey panels.
Research subcontracting:
Available as a research subcontractor to prime contractors holding government research contracts. WOSB certification supports prime contractors seeking to meet small business utilization requirements.

Past Performance
State public health agency - Program Evaluation
Direct contract. Post-program evaluation survey and pre-post comparative analysis for a career pipeline program targeting young adults in designated health professional shortage areas. Full IRB submission and approval, multilingual survey administration, stratified by geography and demographics.
State public health agency - Young Adult Vaping Study
Three-phase mixed-methods study examining vaping behaviors and addiction perceptions among young adults ages 16-24. Two qualitative phases informed the final quantitative survey instrument. Findings on addiction awareness and cessation behavior were statistically significant and directly informed the state's public health communication strategy.
State addiction services agency - Alcohol Use Study
Two-phase qualitative evaluation of alcohol consumption patterns, moderation behaviors, and treatment perceptions among underserved populations during the COVID-19 pandemic. Findings informed the agency's communication approach for underserved communities.
State early childhood agency - Public Input Study
Collected and analyzed 2,088 open-ended public comments across twelve survey questions as part of a federally required public input process. Deliverables informed the state's Child Care and Development Fund Plan.
State agency - Statewide Trails and Public Lands Survey
Designed and executed a multilingual mixed-mode survey after prior attempts had failed to reach representative populations. Results established a benchmark dataset now used across state government for policy and funding decisions.
IRB and Research Compliance
The firm is experienced with the IRB application process, including research involving minors and vulnerable populations. Compliance considerations including ADA accessibility, language accessibility for limited English proficient participants, informed consent, parental consent for minor participants, and data privacy protocols are incorporated into study design as standard practice.
Multilingual Capability
Survey Launch has full translation capabilities. Survey instruments and qualitative research materials are translated and localized as needed to ensure representative reach among target audiences. Translation quality control includes review by native language speakers and back-translation processes to ensure accuracy and conceptual equivalence across languages.
